Your Opportunity

Stantec is seeking CVs from highly qualified Chief of Party (COP) candidates who can provide leadership in the implementation of future USAID-funded architecture and engineering projects throughout Africa, Asia, Latin America, and the Middle East. Possible countries include Jordan and Vietnam with others TBD. These COP roles will be senior-level positions located in project offices abroad, however, will report directly to Stantec’s USAID client manager who is based in Washington, D.C. and a senior leader in Stantec’s international development practice.

COP roles are contingent upon contract award.

Your Key Responsibilities

  • Provide comprehensive leadership and technical direction for the project

  • Serve as primary liaisons between Stantec, USAID and all other relevant stakeholders and implementing partners

  • Be specifically focused on ensuring an integrated vision and meeting all required contractual targets and anticipated results

  • Ensure high quality deliverables to the client by guiding responsible, efficient and effective technical, operational and financial team performance

  • Identify issues and risks related to project implementation in a timely manner and suggest appropriate course corrections


Your Capabilities and Credentials

The COP position requires significant coordination skills, broad general and technical knowledge, experience in developing countries, and the ability to ensure coherence and consistency throughout the project lifecycle. Other required/preferred capabilities and credentials include:

  • Chartered or Professional Engineer status required

  • Professional fluency in English required; subsequent fluency in additional languages such as French, Portuguese, or Arabic preferred

  • Proven record of exceptional leadership, management, and organizational skills; must be a strategic thinker, strong decision-maker and able to work in highly dynamic, deadline-focused environments

  • Capable of establishing good working relationships with high-level local and national government officials as well as private sector/civil society actors

  • Ability to motivate, collaborate, and work closely with large/diverse teams

  • Effective at managing multiple administrative and technical components of a USAID or donor-funded contract; strong familiarity with US Federal Acquisition Regulations [FAR] and USAID Acquisition Regulations [AIDAR] preferred

  • Ability to travel internationally and accept long-term assignments overseas

Education and Experience

  • Advanced graduate degree in a relevant engineering field

  • 5-10 years of experience managing and/or leading large-scale programs and projects for USAID or other bilateral donors, multilateral development banks, and/or international financing institution (USAID-specific experience highly desired)

  • At least 10 years of progressively responsible experience directly supervising professional and support staff including building and effectively supervising/coaching/mentoring diverse teams, evaluating staff performance and project deliverables, and with contract administration/management

  • 15 or more years of demonstrated knowledge in key technical areas such as water and sanitation, energy, environmental services, transportation, and vertical structures
