Your Opportunity

Stantec’s Washington, D.C.-based International Development team is seeking highly qualified Chief of Party (COP) for an anticipated USAID-funded infrastructure design and construction services project in Mozambique. The goal of this 5-year project will be to provide engineering technical support for a broad range of water and wastewater projects in Mozambique. Technical support will include, but will not be limited to, engineering assessments, studies, designs, and construction management in the water and wastewater sector. Stantec will evaluate you as a potential candidate for this program if your experience aligns with the required qualifications for the role (contingent upon award).

The COP role will be a senior-level position located in a project office abroad, however, will report directly to Stantec’s USAID client manager who is based in Washington, D.C. and is a senior leader in Stantec’s international development practice

COP roles are contingent upon contract award.

Your Key Responsibilities

  • Principal point of contact in Mozambique for procedural and substantive matters.

  • Coordinate and ultimately be responsible for all contract management and implementation.

  • Primary liaison with USAID/Mozambique on technical matters and must adjust activities and operations in response to USAID/Mozambique technical direction.

  • Responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.

  • Provide overall leadership, management, and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award.

  • Identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.

  • This is anticipated to be a full-time position based in Mozambique.

Qualifications

Your Capabilities and Credentials

  • Prior chief of party, team leader, or other demonstrated progressively responsible leadership roles on projects of a similar type, size, and duration—preferably with USAID.

  • Demonstrated experience in technical and management skills, communication, presentation, teamwork, and interpersonal skills with multiple stakeholders to include donors, host country government entities, and local and international staff.

  • A PE license (or equivalent) is strongly preferred.

  • Excellent written and oral communication skills in English. Portuguese fluency is also required.

  • Proven experience navigating high-pressure environments and demanding deadlines.

  • Willingness and ability to be based in Maputo, Mozambique.

Education and Experience

  • 15 years of experience managing complex water/wastewater projects in Sub-Saharan Africa, with a strong preference for experience in Mozambique.

  • B.Sc. in Civil Engineering, Engineering Management, Construction Management, or relevant engineering field. A higher degree in relevant fields is strongly preferred.
