Your Opportunity

Stantec’s Sacramento, CA (C Street) office is seeking a senior-level environmental compliance strategist and regulatory specialist to support our growing water resources management practice in California. We are looking for an experienced environmental professional to help our federal, state, and local clients develop strategies for successful project- and program-level environmental review, identify solutions to regulatory needs, lead and manage environmental analyses and documentation prepared under CEQA and NEPA, and support consultation and permitting efforts.

Your Key Responsibilities

  • Help win, lead, and manage environmental compliance efforts for multi-objective water planning, policy, and infrastructure projects throughout California.

  • Act as a strategic advisor to clients, providing guidance on how to approach, streamline, and effectively implement environmental review and navigate regulatory compliance for a variety of projects, including water infrastructure (dams, pipeline, canals and channels, treatment facilities), water transfers and other contractual agreements, groundwater and conjunctive management schemes, water and natural resource policies, and large-scale environmental restoration, water supply, and flood management planning efforts.

  • Oversee teams preparing high-quality environmental compliance documents that meet applicable federal, state, and local regulations, including: CEQA documentation (IS/MND/EIR); NEPA documentation (CatEx/EA/FONSI/EIS); Clean Water Act Section 404 permits (including U.S. Army Corps of Engineers Nationwide Permits) and Section 401 Water Quality Certifications; Federal Endangered Species Act Section 7 Biological Assessments; California Endangered Species Act Section 2081 Incidental Take Permits; and California Fish and Game Code Section 1602 Lake and Streambed Alteration Agreements.

  • Develop and maintain a network of strong client and professional relationships that will position Stantec for exciting projects and programs; support proposals and assist in preparing statements of qualification; and lead and participate in competitive interviews.

  • Stay up-to-date on current and proposed legislation, court rulings, and other regulatory trends; evaluate their impact on clients and their water and natural resource projects and programs; and communicate these changes to clients and staff.

  • Collaborate with local and regional leaders to forecast market conditions, identify growth opportunities, and develop business strategies.

  • Mentor and supervise staff in a respectful, collaborative, and team-focused environment.

Education and Experience

BA/BS, MA/MS, JD, or Ph.D. in Environmental Studies, Environmental, or Biological Sciences; Water Policy and Law; or other natural or physical sciences from an accredited college or university.

At least 12 years of relevant experience with increasing responsibilities for pursuing and executing complex water and natural resource projects in California.

Expertise in environmental compliance strategy, including identifying, evaluating, and solving compliance and regulatory challenges.

Experience planning, leading, writing, and reviewing complex environmental documents, including managing multidisciplinary production teams comprised of Stantec and subconsultant staff.

Majority of time spent in office environment with prolonged sitting and computer work, or combination of office and field .

Ability to lift and move items and equipment up to 50 lbs.
