Your Opportunity

Our Traffic Engineering and Transportation Planning group is seeking an experienced Toll Systems, Operations and Finance Consultant to join our team. Overall work responsibilities will involve providing technical and project management related support for the planning, procurement, implementation and operation of roadside and back office electronic toll collection systems throughout North America. Additional responsibilities may include business development, client outreach, proposal preparation support and other general marketing efforts. Qualified candidates shall have a wealth and depth of experience of toll systems implementation oversight including technical expertise, project management and scheduling. Work assignments may require approximately 25% travel to support projects throughout North America.

Your Key Responsibilities

  • Assisting clients in electronic tolling development and oversight through design, development, deployment of electronic tolling systems with emphasis on transaction processing and reporting.

  • Oversee design, testing, integration and commissioning of electronic tolling systems.

  • Provide subject matter expertise on tolling systems/technologies and recommend solutions.

  • Conduct risk and issue assessment, tracking and mitigation on tolling implementation projects.

  • Assist in the development request for proposals for toll systems, technologies, maintenance and operations.

  • Perform testing, validation and operational oversight of toll collection technologies and systems verifying conformances with Key Performance Indicators, performance requirements and client expectations.

  • Ensure that all plans, documents and deliverables provided by tolling vendors meet project requirements and industry best practices.

  • Track and resolve issues that arise during a toll system implementation including issues related to schedule, functionality, technical performance, system requirements, coordination with other tolling systems, coordination with tolling vendors, and coordination with third party service providers.

  • Support E-ZPass interoperability activities including reciprocity testing, transaction reconciliation and financial settlement.

  • Monitor transaction processing, image processing, correspondence processing, third party interface processing, file processing, transaction reconciliation, financial reconciliation and system performance.

  • Assist in resolving any design, operational and maintenance issues with tolling vendors.

  • Conduct analyses of business and customer needs, document requirements and processes, develop reporting, analytic and information solutions, financial analysis, auditing, and budgeting.

  • Establish and maintain effective written and verbal communications with client staff, consultants and contractors to ensure project success.

Your Capabilities and Credentials

  • Demonstrated experience with the implementation and operation of electronic tolling systems with emphasis on design, development, testing, data migration, testing, transition and go-live, as well as operations oversight such as transaction reconciliation, financial reporting, and auditing.

  • Demonstrated experience managing the accounting treatment of toll collection systems to include prepaid revenue, credit card processing, bank reconciliation, toll transaction processing and reconciliation to include cash, electronic and video image invoice processing and reconciliation.

  • Experience with the implementation and operation of toll back office systems with emphasis on data migration, testing, transition, transaction reconciliation, financial reporting and auditing.

  • General understanding of the tolling industry such as toll policy and planning, business rules, technology trends, procurements, implementations, operations and maintenance.

  • Excellent written and verbal communication skills for documentation development and management, as well as client communications and managing customer expectations.

  • Experience in preparing cost estimates for tolling projects including proposal scoping, capital system costs, operational costs, maintenance costs and conducting cost benefit analyses.

  • Experience in managing client relationships by recognizing and addressing client needs and expectations.

  • Ability to deliver task and project assignments within expected timeframes, budget and level of quality expected by the client.

  • Ability to market new work with potential clients which may include proposal development, presentations and interviews.

  • Working knowledge of toll operations and maintenance organizational functions and practices

  • Proven ability to work effectively in a team environment.

  • Proven written and oral communication abilities, including analysis and interpretation of complex written documents are needed.

  • Working knowledge of enterprise reporting applications, and financial accounting solutions.

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), Microsoft Sharepoint and Microsoft Project.

Education and Experience

Bachelor's degree in Science, Technology, Accounting, Finance, Business Administration, or similar but relevant experience will be given strong consideration.

15 years progressive experience related to accounting, auditing and financial reporting.

10 years providing project management support and related efforts.
